The Electricity and Energy Committee has raised concerns over token identifier rollover project by Eskom

THE ELECTRICITY and Energy Committee has voiced worries about Eskom’s Token Identifier Rollover Project.

On Wednesday, 27 November, the Portfolio Committee on Electricity and Energy received an update from the Minister of Electricity and Energy, Dr Kgosientso Ramokgopa, and Eskom about the Token Identifier (TID) Rollover Project, which aims to update prepaid meters.

The minister and the Department of Mineral Resources and Energy also briefed on the Integrated National Electrification Programme (INEP).

The committee expressed concerns regarding the TID project’s rollover and its implications for consumers, particularly regarding Eskom’s management of prepaid meter systems.

Committee Chairwoman Nomkosi Mvana said the delayed implementation has caused confusion and potential service disruptions, especially for the elderly and vulnerable populations who rely on uninterrupted electricity access.

Mvana said the Committee noted worries about systemic barriers that hinder these individuals from receiving help.

“They emphasised the need for municipalities to effectively communicate and engage with communities to ensure that all eligible residents are registered for support.”

“The committee highlighted the importance of regular updates to the beneficiary lists and the necessity for municipalities to conduct annual outreach to confirm eligibility. It’s noted that many older citizens who may not actively seek assistance remain at risk of exclusion from essential services,” she said.

Mvana also questioned technological advancements in metering systems, noting that despite the availability of smart meters and efficient technology, South Africa lags in implementing these solutions.

The committee called for modernisation and improved communication systems to enhance consumer experience and operational efficiency.

“Concerns were also raised regarding the culture of non-payment among certain demographic groups, with suggestions for systematic audits and interventions to address the underlying causes.

“The committee stressed the need for transparency and accountability, especially in relation to municipal governance and the handling of resources,” said Mvana.
