Road to passing budget may be long, with many turns

CAPE TOWN – Opposition parties are opposing the 1 percentage-point VAT hike over two years, threatening the approval of Finance Minister Enoch Godongwana’s budget speech. 

So while it may have been tabled, the road to its adoption remains long, and the stakes have never been higher.

Parliament is tasked with debating and passing the budget, within the prescripts of the 2009 Money Bills Amendment Procedure and Related Matters Act.

That means Parliament has to first consider the fiscal framework and the revenue proposals tabled in the budget.
