JOHANNESBURG – Gauteng Premier, Panyaza Lesufi, says businesses will not be able to operate without a lease from 1 December.

This as government cracks down on illegal spaza shops following a spate of food poisonings.
23 children have died after they ate food allegedly purchased at local spaza shops.
Some children who died had organophosphate.
